Autofocusing instead of shooting

At night, or in a low exposure environment, I try to take a picture and the camera will try and focus on something, even if an object is visible. And it will never take the picture. I tried turning my white balance to daylight, that didn’t work. Do I need to use a flash or something similar to that; so I can take a picture?
