F1 refused

I applied to Portland State University (PSU) in 2021 for an MS in CS and received an F-1 visa post-interview in Delhi, India. However, due to personal reasons and COVID-19, I could not start school.

In 2023, I applied for an H-4 visa as my spouse holds an H1-B visa. I received the H-4 visa via Dropbox.

I traveled to the US in December 2023 and returned to India in April 2024 to apply for a new F-1 visa. I had been admitted to Westcliff University's MS in CS (Day-1 CPT) program.

I sent my passport for a fresh F-1 stamp. My application was received in Chennai, India on April 16th and was refused the same day. I am currently awaiting further communication from VFS/embassy.

I am unsure why the visa was refused immediately. It might be due to the university or because I still have an active F-1 visa from PSU. Any suggestions?

Update(22nd May 2024): They have called me for an interview.

Update(24th May 2024): Visa refused under 214(b).
