Why are so many drug users stupid?

I don’t mean to sound pretentious or like I think im superior, this is a genuine question. Ive met tons of drug users who use less than I do that are twice as reckless than I am or just dumb in general. Like, its not that hard to not drive while intoxicated or to do at least a little research before popping or smoking whatever you’re holding. I do some dumb shit but some of the decisions I see people make are astonishing.
