Please help me find this old cartoon character
When I was a child, around 2009-2010, I lived in Romania and I used to watch a certain cartoon. I do not remember what it was about, but I remember this one character that I drew back then. I remember that this character was probably a female and had a hat with long stretchable arms. If I remember correctly, probably the hat had eyes too and was basically a living being helping this character. I do not remember anything else and I don't see it in the Cartoon Network's list.
