Titan Passive Skill Tree Question

Can anyone help with this .... on the passive skill tree there is a star looking cluster in the bottom of the tree that has 6% reduced attribute requirement for equipment / skill gems.

When I get that node I don't see it reflected in the equipment I am wearing. Now, since I can assign a weapon to that I assume it only affects weapons not gear like boots / gloves ect. ????

If so does it ACTUALLY work. Some people on other forums have said its bugged, others says it works. Has anyone successfully been able to equip a 212 2 hand mace w/o having 636 strength ?
