Philly, but clean?

Everything I've read about Philly seems neat.

• Good healthcare.
• In close proximity to cities like NY.
• Homey, lack of yuppie culture/coastal elitism.
• Great food.
• Affordable.
• Good transit.

But I don't think I could handle the trash. Is there a Philly, but clean?

If it helps: D.C./Seattle are my dream cities, they're just too expensive.
