SCI denied

After 20 months of waiting, I completed the TS clearance but encountered a hold-up with the SCI. I have foreign contacts and one foreign bank account. The agency has rescinded the offer, stating that I did not meet the pre-employment requirement, which I believe refers to the SCI.

Do you have any thoughts on this? Should I consider requesting an FOIA?
