Has it been made illegal to help repair your teammates vehicle?

In the last 25 matches a single teammate has helped me repair my vehicle, just last match I was in a completely secure location, and 6 people drove past directly past me, two of them even bumped into me, and none of them helped me repair.

Are the few seconds you'd lose by helping me repair worth more than not having a teammate to back you up?

It's such a strange phenomenon.
