Burn cd as cd rather than usb. How?

Hi! Basically having the same issue as this poster ( https://www.reddit.com/r/WindowsHelp/s/UDboO04lmR ) except instead of this being the problem for just the one disc I wasted, I can’t figure out how to make it burn as a cd for any of them. I’ve now wasted 2 cds because the pop up window to select how it burns has never shown up again and I cannot find how to change it. Even for brand new discs.
