Why don´t my scouts focus on more regions?

I don´t understand why my scouts focus only on TOP team´s players and Bundesliga. What am I doing wrong? They don´t even cover most of the TOP5 league teams so I have zero knowledge of players from for example Celta Vigo or FC Torino.
