Are there cities in Europe that are both wealthy and have mild, sunny weather?

I’m looking for cities in Europe that meet two criteria: 1. Good weather – Mild winters and generally sunny all year round. 2. Wealthier than France – A GDP per capita higher than France (~$45k USD).

Most of Northern Europe (Scandinavia, Benelux, Germany, UK, Ireland) is wealthier but has gloomy weather. Meanwhile, Southern Europe has fantastic weather, especially around the Mediterranean, but typically lower wages and a GDP per capita below France—except for Monaco (which is tiny).

How does Switzerland fit into this? The country is wealthy, but do any of its cities have relatively mild winters and sunny weather?

The only area that seems to somewhat fit is the French Riviera—it’s wealthier than much of Southern Europe, but still not as rich as Northern Europe.

Is this assessment correct, or are there other places in Europe that combine both wealth and great weather?
