Dragonstorm Commander Speculation

With the new illustration for Shiko & Narset, I'm confused about what the commander for the deck will be—especially since it's known that each package includes two foil commanders: a clan leader and a spirit dragon. So, is Jeskai going to break the cycle? Or will each pack include a clan leader (maybe Elsa for Jeskai to avoid having too much Narset), a spirit dragon, and a regular card for the team-up commander? This way, every pack would get a clan leader, a spirit dragon, and the team-up.
